Elrick, a Detroit City Council candidate for District 4, today proposed extensive new police initiatives including graduated and higher pay scales for Detroit police, plus retiree health care and insurance benefits. Elrick also proposes prioritizing leadership training and increased police presence in Detroit neighborhoods.
